The Public Council attached to the Ministry of Education and Science of the Russian Federation was established by Decree of the Minister on December 28th, 2006 N 346.

The Public Council includes the representatives of public associations, mass media, Russian academies of science, scientists and specialists in the sphere of education, science and youth policy in Russia.

The Public Council is a permanently acting deliberative body and is designated to assist in the preparation of proposals aimed at the adoption of optimal decisions for the development of education, science and youth policy in Russia. The Council also performs a public evaluation of the drafts of regulatory legal acts which are prepared by the MES of Russia.

The meetings of the Public Council are to be convened at least once a quarter.
