The Department of Administration and State Service is a structural unit of the MES of Russia.

The principal areas of authority of the Department of Administration and State Service are as follows:

the implementation of legal regulation in the sphere of realization of the provisions of administrative reform, office work, managerial, control and analytical support as well as personnel, social and consumer services, informational, technological and technical support of the work of the MES of Russia;

the organization of the reception of people, the preparation of resolutions to written requests sent by people and the control over their execution;

the management of a centralized account of requests and appeals made by Members of the Council of Federation and the Members of State Duma;

the ensuring of meetings of the Board of the MES of Russia and control over the execution of the decisions adopted at these meetings;

the provision of organizational and technical measures for the conducting of meetings of the Public Council attached to the MES of Russia;

the organizing of work to replace personnel in civil service positions in the MES of Russia and top executives of the Federal Services and Federal Agencies subordinate to the Ministry;

the development of regulatory and methodical documents relating to accounting policy, bookkeeping and reporting by the organizations and institutions subordinate to the Ministry.

The Department of Administration and State Service is headed by a Director appointed and dismissed by the Minister of Education and Science of the Russian Federation.
