The Department of Forecasting and Organizing of the Budgeting process is a structural unit of the Ministry of Education and Science of Russia.

The principal areas of authority of the Department of Forecasting and Organizing of the Budgeting process are as follows:

the preparation of reports on the results and major areas of focus of the work of the Ministry of Education and Science of Russia being the subject of budget planning;

the analysis and assessment of forecasts for the development of the educational, research and innovation spheres;

the co-ordination of the creation of proposals by the Ministry of Education and Science of Russia in respect to investment expenses being a subject of budget planning in accordance with indicators of departmental, functional and economic classifications when preparing Federal Budget projects for a regular fiscal year, a perspective financial plan, federal target programs and a federal targeted innovation program;

a monthly presentation of operational information in respect to budget performance to the Audit Chamber of the Russian Federation;

financing the purchase of scientific instruments and equipment for state research centers, leading scientific institutions and educational institutions of the Russian Federation in accordance with the indices of the composite budget financing targets for a regular fiscal year;

arranging a legal assessment of legislative and other regulatory acts prepared by structural units of MES of Russia or duly submitted to the Ministry.

The Department of Forecasting and Organizing of the Budgeting process is headed by a Director who is appointed and dismissed by the Minister of Education and Science of the Russian Federation.
