The Department of Scientific, Technical, and Innovative Policy is a structural unit of the MES of Russia.

The principal areas of authority of the Department of Scientific and Technical, and Innovative Policy are as follows:

the development of state policy and legal regulation in the sphere of scientific, scientific and technical and innovation activity, the creation and development of an innovative infrastructure, the integration of scientific and educational activity, the training of scientific and educational personnel, intellectual property, legal protection, the use of and economic realization of the results of scientific and scientific and technical activity, which have been created from the funds of the Federal Budget;

the co-ordination of activities aimed at increasing the working efficiency of state sectors of science, the modernizing of academic and high education sectors of science, and the preparation of scientific and educational personnel;

the ensuring of the implementation of work in priority areas of focus for the development of science, technology and engineering in the Russian Federation and the List of Critical Technologies of Federal Significance;

the preparation of proposals for the implementing of legal regulations by the MES of Russia in the scientific and technical sphere and in the area of intellectual property and economic realization of the results of scientific and scientific and technical activity;

the co-ordination of work aimed at optimizing the current network of post-graduate study and doctorships, and the restructuring of the network of Dissertation Councils;

the development of legal texts regulating the functioning of the Higher Certifying Commission of the MES of Russia;

the co-ordination of the work of the Federal Services and Agencies which are subordinate to the MES of Russia in the area of implementation of state policy in reforming and managing the state property of state scientific institutions;

the co-ordination of the development of mechanisms for state-private partnerships in the sphere of the development of the research sector, and the development and technological modernization of industry.

The Department of Scientific and Technical, and Innovative Policy is headed by a Director appointed and dismissed by the Minister of Education and Science of the Russian Federation.
