Greeting and opening remarks on behalf of Europe

Dear colleagues and guests and all the people of Cuba!
I would like to start my speech by saying how much we appreciate the invitation to the forum. Indeed, very few of the Russian delegates are very much excited with the opportunity to get the best experience of their lives, exchange new ideas and share experiences with all those present (the Iberian world).
The crisis has again underlined that the economies of all nations are closely interconnected into a single global system, and underscored the need to ensure global development, while taking regional features into account. On the other hand the downturn served as the basis for us to unite and try and find responses to emerging challenges.
In Europe we answer to some of these challenges through running the Bologna Process aiming to set up an integrated educational environment. It does not mean that a uniform pattern should be introduced into educational systems of all nations. What we are seeking is a consistent, mutually enriching exchange of innovative and efficient solutions and approaches, which can only be achieved, if we fulfill two conditions. One is that we reach agreement on standard rules of educational update, thus becoming more transparent for such an exchange. And the other is that every nation should do its best to develop own, unique centers of excellence.
Admittedly, we are very much impressed with Cuba's success in IT and biotechnology. I do not exaggerate saying that Cuba has built a really unique, up-to-date and internationally acclaimed medical industry, which is based on the same strong educational system. We are, indeed, interested to develop and expand our cooperation with such strong and advanced partners.
It is the education that forges the future, as it makes people feel protected today and necessary tomorrow. Education is a social value for each and every person, as its aim is to raise people's awareness of cultural and other achievements of humankind. Indeed, it is education that helped us all mobilize whole generations in a bid to reach goals, which mankind couldn't even dream about before.
Dear colleagues! It is a well-known fact that Europe is the cradle of higher education to a certain extent. Indeed, it was very there where first Universities started in the 11th century. Now these world's oldest higher educational institutions are heavily involved into the renewal and harmonization processes, under way in the European system of education.
Europe is in an acute need for a broad interaction with emerging nations that have shown huge growth potentials. As a matter of fact, Latin America and Africa have been posing new challenges of late, which might prompt a boost in the development of education globally. It goes without saying that unless traditional scientific schools and institutions become partners with emerging ones, the only outlet is intellectual degradation.
On the contrary, to cooperate and complement each other we can take the lead!
