 | Mr. Vladislav NICHKOV Director of Department of International Cooperation in Education and Science He was born on May 14th, 1947 in New York. In 1970 he graduated from the Moscow State Institute of International Relations in 'International Economic Relations'. In 1970 - 1973 he was a Commodity Researcher in the All-Union Export-Import Association 'Exportles' of the Ministry of Foreign Trade of the USSR. In 1973 - 1974 he was a post-graduate in the Institute of USA of Academy of Sciences of the USSR. From 1974 to 1979 he was a senior expert in the Management of Foreign Affairs of the State Committee of the Council of Ministers of the USSR of science and technology. In 1979 - 1988 he was First Secretary of the Embassy of the USSR in France and the Attache of the Embassy in science and technology. From 1989 to 1992 he was the Deputy Head of the Sub-Department of the Complex of scientific and technical contacts of the State Committee of Science and Technology (SCST) of the USSR, the Deputy Head of the Main Administration of Development of International Scientific and Technical Cooperation of SCST of the USSR. In 1992 - 1993 he was the Deputy Chief of Administration of the Development of International Scientific and Technical Cooperation in the Russian Ministry of Science. In 1993 - 1996 he was the Chief of Administration of the Development of International Scientific and Technical Cooperation in the Ministry of Science and Technical Policy of the Russian Federation. In 1996 - 1997 he was the Chief of Administration of International Scientific and Technical Cooperation in the Ministry of Science of Russia. In 1997 - 2000 he was the Deputy Minister of Science and Technology of the Russian Federation. In 2000 - 2004 he was the Head of Department of International Cooperation in the Ministry of Industry and Science of Russia. Since 2004 he has been the Director of the Department of International Cooperation in Education and Science in the Ministry of Education and Science of the Russian Federation. He was awarded with the Order of Friendship and the Medal 'In honor of the 850 years since the Foundation of Moscow'. He speaks English and French. |
