 Speeches (rus) | Mr. Alexander KHLUNOV Director of Department of Scientific, Technical and Innovative Policy He was born on September 17th, 1958 in Moscow. In 1981 he graduated with honors from the Moscow Engineering and Physical Institute in 'metal physics'. From 1991 to 1994 he worked at the Permanent Representation of the RF with the UN in New York. From 1994 to 1996 he was the Chief of Department of the Russian Institute of Strategic Studies. From 1996 to 2000 he was the Counselor of the Embassy of the Russian Federation in the USA. From 2000 to 2004 he was the Deputy Director of the Russian Institute of Strategic Studies. From 2004 to 2005 he was an Assistant to the Minister of Education and Science of the Russian Federation. In November 23, 2005, he was appointed to Director of Department of State Policy in the Sphere of Science, Innovation and Intellectual Property (now called the Department of Scientific, Technical and Innovative Policy). He is the author of a series of scientific publications and has created three inventions. He speaks English. He is married and has a son and a daughter. |
