Development of innovative infrastructure in Russian universities
With aims to form innovative environment, to develop cooperation between educational institutions and industrial enterprises, to support creation of economic societies, founded according to paragraph 8 of asset 27 of the Federal law "On higher and post-graduate professional education" state support of development of innovative infrastructure is carried out, including support of small-scale innovative enterprise, in the federal educational institutions of higher professional education.
On April, 9, 2010, the Government of the Russian Federation approved the decree N219 "On state support of development of innovative infrastructure in the federal educational institutions of higher professional education". The decree provides giving budget assignations on state support of development of innovative infrastructure of educational institutions, in 2010 - 3 billion rubles, in 2011 - 2 billion rubles and in 2012 0 3 billion rubles.
State support of development of innovative infrastructure of educational institutions is maintained on the basis of contest selection of programs of development of innovative infrastructure. The contest is open. Educational institutions, which carry out fundamental and applied scientific researches on priority directions development of science, technique and technologies in the Russian Federation and which realize efficiently educational programs of higher professional and post-graduate professional education, and complex of measures on development of innovative infrastructure, can become participants of the contest.
The contest selection of development programs is maintained on the basis of analysis of scientific, educational and innovative potential of educational institutions for the last 3 years and presented the corresponding development programs. For realization of a program of development of innovative infrastructure of educational institution budget assignations are given for the period up to 3 years in the volume of financing up to 50 million rubles per year.
