Education of contract soldiers
One of the directions of the priority national project "Education" is organization of education on preparatory departments of universities for people, who served no less than three years by a contract in the Armed forces of the Russian Federation. To the present moment the preparatory departments of a number of leading universities of Russia have a large experience in organizing admission and propaganda among soldiers; for educating students the most experienced teachers are traditionally attracted, which lets in short time prepare students for educating in universities. The national projects are aimed to spread the positive experience of activity of preparatory departments, with extension of educational opportunities for contract soldiers.
Within this direction of the national project in January, 2007, the federal law was approved, which not only ensured the right for privileges for soldiers at entering universities, who went or had gone military service by contract, and extended availability of qualitative higher education, and also served an additional stimulus for attracting citizens to the contract military service and acceleration of forming the professional army in the country.
According to the order of the Ministry of education and science of Russia the right to entrance exams and preparation at the expense of the means of the federal budget (including payment of special scholarship for internal form of education) is given to citizens who underwent contract military service during no less than three years in the Armed forces of the Russian Federation, other forces, military formations and bodies at military posts, which are to be replaced by soldiers, sailors, sergeants, sergeant-majors and who were discharged from the military service with grounds, provided by the subparagraphs "b"-"g" of paragraph 1, subparagraph "a" of paragraph 2 and paragraph 3 of article 51 of the Federal law of March, 28, 1998, N53-F3 "On military service".
Approved in October, 2007, the federal law defined that the order of selection, criteria and list of universities, at the preparatory departments of which the training of soldiers (citizens), who went (had gone) contract military service, was to be fulfilled, was set by the Ministry of education and science of the Russian Federation. Within this law the Ministry in 2007 defined criteria and order of the federal state educational institutions of higher professional education, at the preparatory departments of which the training was to be maintained.
By the results of the contest selection which took place in December, 2007 - January, 2008, the list of federal state educational institutions of higher professional education was approved, at the preparatory departments of which the training of citizens, who went contract military service to the entrance exams, was maintained at the expense of means of the federal budget. Thus, from April, 1, 2008 in 32 Russian universities study of this category of citizens was started.
In March-May, 2008, the second contest selection was held, in the result of which the list of federal state educational institutions of higher professional education (for 3 years) was set, at the preparatory departments of which, starting from 2008-2009 school year, the training of citizens, who went contract military service to the entrance exams, was maintained at the expense of means of the federal budget. Thus, from September, 1, 2008, already 52 Russian universities take part in this direction of the national project.
The financing of preparatory departments within the priority national project "Education" is 0,5 billion rubles in 2008 and the following years.
