Starting from 2007, the Priority National Project 'Education' has a new area of focus called 'On the measures of state support for the training of personnel and specialists for manufactures of high technology at state educational institutions of primary and secondary vocational training'.


A strategic goal of this area of focus of the National Project is to overcome the developmental lag in respect to the structure, volume and quality of education of qualified workers and specialists of the middle echelon from the requirements of competitive firms from various branches of the new economy, including the solving of relevant tasks of the Priority National Projects such as 'Accessible and Comfortable Housing for the Citizens of Russia', 'Development of the Agro-Industrial Complex', 'Health' and 'Education'.


A selection is performed by contest in order to provide educational institutions with state support by means of grants from the Federal Budget to the amount of 20 to 30 million rubles, in order for them to implement their innovative educational programs. In the course of the selection of educational institutions one of the most important factors was the support for training of personnel and specialists for manufactures of high technology through the funds of employers. One of conditions of the participation of PVT/SVT institutions in the contest is the co-financing of their educational programs at the expense of employers, budgets of subjects of the Russian Federation, and out-of-budget funds of the educational institution.
