Creating business-schools of the world level
The idea of creating two business-schools of the world level in Saint-Petersburg and Moscow region, which was supported by the business community, was included as a part of the priority national project "Education". The developers of this directions of the national project set an ambitious goal - to create a new format of the business-school of XXI century and to concentrate attention on knowledge and experience, which are needed for work in the conditions of uncertainty on developing markets.
At present the Russian economics is experiencing a deficit of competent managers, firstly, leaders of middle and large level, that is why in from of new business-schools there is the task of training managerial personnel of new generation, able to decently represent Russia's interests at global markets. Business schools will work in close partnership with acknowledged foreign centers of business education and give diplomas of international standard. The opening of new business-schools is directly oriented at breakthrough development of domestic economics. Business-schools will be able to accept about 1000 students each.
The Higher school of management is created on the basis of the faculty of management of the Saint-Petersburg state university. The project of the HSM is realized on a "university model", which is typical for the leading business schools - Harvard, Stanford, London. It is planned that to 2012-2014 the School will become a receiver of main international accreditations. In 2015 1800 students will be able to study simultaneously in School, among them 30% - foreign. The number of teachers will be around 130, approximately one fourth of them - foreign specialists. The students of short-term programs will be from 3,5 to 4 thousand managers a year.
The Higher school of management will be situated in the palace-park ensemble "Mikhailovskaya dacha" in Peterhof. The concept of country campus of the Higher school of management supposes reconstruction of existing historical buildings and building of a new modern educational institution with taking into account requirements, asserted to such complexes in the world. The reconstruction and new building will allow to increase the square of buildings and constructions almost in three times - the total square of buildings after the reconstruction and building will be around 60 thousand square meters. The volume of means from the federal budget for developing the Higher school of management in 2006-2007 is 1,5 billion rubles. Besides, it is planned to attract means from the funds with target capitals, created by the business community.
The project of Moscow school of management "Skolkovo" is realized on the principle of private-state partnership. To the present moment six private investors and eight companies (Russian and foreign) are among the number of partners-founders of the business-school, who during three years plan to invest 5 million dollars each to the project. Private investments to creation of the school are evaluated in $300 million. The land of total square of 25,6 hectares has been received and registered for building the campus. The concept and financial model of the business-school has been worked out, non-commercial partnership "Moscow school of management" has been registered, and the workgroup has been formed, which ensures the current work on the project. The investors engaged themselves to help school methodically as well - to teach a range of disciplines, organize probation periods for students in their companies.
