In the context of the Priority National Project 'Education', a program of acquisition of buses for general education institutions located in the countryside is being implemented. At present, one of the main problems for the children in the countryside is the low accessibility of education of high quality. In many villages, there are no schools at all, and the children are forced to spend several hours each day in order to get to the nearest educational institution. In such cases attending the school becomes extremely difficult or even impossible.

Besides, currently in Russia there are six thousand schools which are attended by less than ten pupils. Often at such schools one teacher has to lecture totally different subjects, and this negatively influences the quality of teaching. The optimization of the educational network currently being performed in the Russian regions will allow the conditions to be created for the equal access of children to educational services, for the maximum development and self-realization of schoolchildren who reside in the rural areas. In order to solve the problem of accessibility to education of high quality the area of focus 'Rural School Bus' was formed in the context of the Priority National Project.

The goal of this area of focus of the National Project is to provide Russian schoolchildren with free transport to and from school. To this end 1 billion rub is allocated from the Federal Budget annually. Besides, the delivery of school buses is performed on the conditions of co-financing by the subjects of the Russian Federation who makes agreements with Rosobrazovanie. In accordance with the Decree of the Government of Russia, all the school buses to be delivered as part of the Priority National Project shall be transferred to the ownership of subjects of the Russian Federation who will independently distribute the buses among the institutions of general education.
