Alexei Ponomarev: Universities should become centers of innovative communications
"Development of a research component of universities is one of the key priorities of state policy. It is a necessary element of innovative infrastructure of economics, a mechanism for generating new ideas and technologies, their introduction and replication. At the same time, without development of corresponding infrastructure of universities, their participation in applied researches it is impossible to provide a qualitative training of specialists for priority directions of scientific and technological modernization of Russia", - marks the deputy Minister of education and science of the Russian Federation Alexei Ponomarev.
By the estimation of the deputy minister, at present one of the most important elements of scientific and technological state policy is development of research components of universities. The decrees of the Government of the Russian Federation NN 218, 219, 220 create conditions for complex solution of this task. They are aimed at cooperation of universities with companies, development of scientific and technological infrastructure of universities, support of long-term priorities of development, involving the leading scientists and a whole number of other directions.
The necessity of development of research sector of universities is first of all connected with formation of the sector of high technologies in the economics of our country. Today it is necessary to develop infrastructure of cooperation of science, education and industry, corresponding to innovative type of society. It is necessary to stimulate as universities themselves, as industrial enterprises for development of science intensive production.
The deputy minister paid attention to the fact that these actions were an instrument for stimulating and involving active state companies, universities and scientific research institutions to the process of long-term cooperation on the basis of mutual interest in solution of technological, research and personnel problems.
The state uses various forms and tools of development. In the Ministry of education and science's activities the following instruments are first of all used: programs of innovative development of state corporations and companies, and creation of so-called technological platforms. The first instrument should stimulate and form interest of large companies to long-term cooperation with universities. Technological platforms should create guiding lines of demand of results of universities' projects by economics, create demand for work with universities among companies, become a program for mixed participants of market to joint movement to new economic mode.
Our task is to create conditions, which will help to form a necessary element of modern economics - research grounds on the basis of leading Russian universities. They should provide generation of fundamental knowledge, contribute to development of exploring-applied researches, their spread and commercialization, to formation of small-scale and middle-scale science intensive business.
Speaking about mechanisms of forming new type of universities, Alexei Ponomarev underlined: "The basis of our efforts and programs is neither administration, nor directives and declaration of intentions, but legislative and financial stimulating universities and companies, which are ready for this innovative turn in their activity. In the upshot we expect that research universities and institutions of higher education, created as a result of these efforts, will become centers of innovative communications in the society".
Evaluating perspectives of participation of universities in the contests, the deputy minister marked: "We expect that heads and personnel of universities will react with understanding to the given opportunities. They will have the opportunity to use efficient tools and to get into a very serious interaction with industry branches, to build into the most interesting directions of development of these branches. But it will not happen itself. It demands a significant activity of teachers, scientists and personnel of universities. We hope to find understanding from the direction of companies' representatives, and we are finding such understanding. Such companies are ready to spend their time and efforts to learn how they can apprehend and cooperate with universities as perspective partners".
1. Within the realization of the Decree of the Government of the Russian Federation N218 the Ministry of education and science of Russia announced a contest for organizations of the real sector of economics for the right to receive subsidies on realization of complex projects on creating high-technological production. Applications for the contest are accepted until July, 20, 2010.
The total size of means from the federal budget on this direction in 2010-2012 will be 19 billion rubles. The volume of internal funds of an industrial enterprise, which are invested to the project, should be not less than 100% of the size of the subsidy and should be sufficient for realization of the project on organizing a new high-technological production. The subsidy is given to an industrial enterprise, which lets guarantee the demand of elaboration of an institution of higher education and its further usage for organization of a new high-technological production.
2. Within the realization of the Decree of the Government of the Russian Federation N219 the Ministry of education and science of Russia announced a contest of programs of development of innovative infrastructure in the federal educational institutions of higher professional education. Applications for the contest are accepted until July, 26, 2010.
The total size of means from the federal budget on this direction in 2010-2012 will be 8 billion rubles. In 2010 3 billion rubles, in 2011 - 2 billion rubles, and in 2012 - 3 billion rubles.
3. Within the realization of the Decree of the Government of the Russian Federation N220 the Ministry of education and science of Russia announced an open and public contest for receiving grants of the Government of Russia for state support of scientific researches, carried out under the direction of the leading scientists in the Russian educational institutions of higher professional education.
The grants are given in the volume up to 150 million rubles each for maintaining scientific researches in 2010-2012 with possible prolongation of carrying out scientific researches in the period from 1 to 2 years. The total size of means of the federal budget will be 12 billion rubles (3 billion rubles in 2010, 5 billion rubles in 2011, 4 billion rubles in 2012). Applications for the contest are accepted until July, 26, 2010.
