The Ministry of education and science of Russia announces a contest selection of programs of development of innovative infrastructure in universities
The Ministry of education and science of the Russian Federation announces a contest selection of programs of development of innovative infrastructure in the federal educational institutions of higher professional education. Applications for the contest are accepted until July, 26, 2010.
The aim of the state support is to raise of quality of training of specialists in the Russian universities, to develop research and technological base of universities, to grow their innovative activity.
The state support of development of innovative infrastructure of universities - winners of the contest - is carried out in the form of additional budget assignations in the period from 1 to 3 years in the volume up to 150 million rubles.
The contest is open. Federal educational institutions of higher professional education, which perform fundamental and applied scientific researches on priority directions of development of science, technique and technologies in the Russian Federation, efficiently realize educational programs of higher professional and post-graduate professional education and complex of measures on development of innovative infrastructure, can participate of the contest.
Programs of development of innovative infrastructure of universities, including support of small-scale innovative business, are presented at the contest. A development program should include data on scientific, educational, innovative potential of the university, contents of the program and expected results of its realization, including plans on involvement of foreign specialists (specialists of international companies).
The list of organizations - winners of the contest will be approved by the order of the Ministry of education and science of Russia till September, 2010.
The total size of means of the federal budget on this direction in 2010-2012 will be 8 billion rubles. In 2010 - 3 billion rubles, in 2010 - 2 billion rubles, and in 2012 - 3 billion rubles.
The realization of the Activity should ensure:
- development of objects of innovative infrastructure in educational institutions (business-incubators, techno-parks, techno-park zones, innovative-technological centers, engineering centers, centers of certification, centers of transfer of technologies, centers of collective usage, centers of scientific-technical information, centers of innovative consulting, centers of patenting and protection of intellectual property and other objects of innovative infrastructure);
- equipment of objects of innovative infrastructure with modern instrumentation;
- legal protection of results of intellectual activity of an educational institution;
- realization and elaboration of programs of training and raising personnel's skills in the sphere of innovative management, small-scale innovative business, protection of intellectual property, including for students, post-graduates and young scientists;
- probation period and raising skills for personnel of educational institutions in the sphere of innovative business and transfer of technologies in the foreign universities, which have efficient innovative infrastructure;
- consulting services of foreign and Russian experts in the sphere of transfer of technologies;
- creation and development of small-scale innovative companies, including involvement of teaching staff into normative-methodical and practical provision for creating such companies.
