The Ministry of education and science of Russia announces the contest selection of enterprises for receiving state subsidies on creation of science intensive production

       The Ministry of education and science of the Russian Federation announces an open public contest for organizations of the real sector of economics for the right to receive subsidies on realization of complex projects on creation of high-technological production. Applications for the contest are accepted until July, 20, 2010.

       The aim of state support is to development cooperation of Russian institutions of higher education and production enterprises, development of scientific and educational activity in the Russian universities, stimulation of usage of potential of the Russian institutions of higher education by production enterprises for development science intensive production and stimulation of innovative activity in the Russian economics.

       The subsidy is given to an organization of the real sector of economics for the period from 1 to 3 years in the volume up to 100 million rubles per year for financing scientific-research, experimental-design and technological works, carried out by the Russian university on one of the stated priority directions.

       The contest is open. Organizations of the real sector of economics, which are legal entities, created in any organizational-legal form, except state and municipal institutions, can participate in the contest. The organization and the university should sign an agreement on carrying out scientific-research, experimental-design and technological works at the expense of the subsidy.

       The maximal annual volume of the requested subsidy should not exceed 20% of the average annual size of gross receipt (without value added task) of the participant of the contest during last 3 years.

       The list of organizations - winners of the contest - will be approved by the order of the Ministry of education and science of Russia until September, 2010.

       The total size of means of the federal budget on this direction in 2010-2012 will be 19 billion rubles. The volume of internal funds of production enterprise, invested into the project, should be not less than 100% of the subsidy volume and should be sufficient for carrying out the project on organization of new high-technological production. The subsidy is given to the production enterprise, which lets guarantee demand of the elaboration of the institutions of higher education and its further usage for organization of new high-technological production.

       Themes of scientific-research, experimental-design and technological works, which are carried out by a Russian institution of higher education: energy efficiency and resource economy; nuclear technologies; computer technologies and programs; space technologies and telecommunications; medical technologies and pharmacy; security and counteraction to terrorism; living systems; industry of nanosystems and materials; information-telecommunication systems; perspective arming, military and special technique; rational usage of natural resources; transport, aviation and space systems; energy and energy-saving.

       A successful realization of direction on state support of development of cooperation of the Russian universities and production enterprises should provide conditions for:
       - long-term cooperation of the Russian institutions of higher education with organizations of real sector of economics in the sphere of elaboration of mutual competitive products and technologies as within the project, as after its ending,
       - increase of competitiveness of scientific-research sector of Russian institutions of higher education in carrying out scientific-research, experimental-design and technological works by request of organizations of real sector of economics,
       - raise the professional level of teachers of the Russian institutions of higher education, modernization and creation of new specialized educational programs at the expense of involvement teaching, scientific-research and engineering-technical staff of the Russian institutions of higher education into scientific-research, experimental-design and technological works, carried out by request of organizations of real sector of economics on advanced and priority development of technological development,
       - increase the quality of produced specialists, who is ready for efficient work on organizations of real sector of economics,
       - development of international scientific links of institutions of higher education and organizations of real sector of economics,
       - stimulation of innovative activity in organizations of real sector of economics and in the Russian institutions of higher education.
