Law on budget institutions will keep free education and will lead to improving the quality of education services
"Guarantees of free general education, of basic professional and on a competitive basis of secondary and higher professional education are fixed in the Constitution of Russia. No one has changed these norms and is not going to", - marked the deputy Minister of education and science of the Russian Federation Vladimir Miklushevsky at the round table on June, 10, 2010.
"The quantity of subjects and hours, which are provided by schools for free, are fixed in the education standard. And if suddenly a school stops rendering services on approved state standard, it will have its license suspended", - underlined V.Miklushevsky.
Financing basic educational program, including all obligatory school subjects: the Russian language, literature (literary reading), mathematics, physics, chemistry, biology, history, social science (including economics and law), art (music, art, world art culture), technology (labor), physical training, geography, natural history (environment), foreign language, native (non-Russian) language and literature, informatics and information-communication technologies, life safety fundamentals, at the expense of the budget are provided within state educational standards.
"At all the sites, in all the schools we announced the full basic curriculum, on all the subjects, on all the classes, so that parents could understand: the law by no means does not influence state guarantees of free education", - informed the Minister of education and youth policy of Chuvashia Republic Galina Chernova.
"The law on new budget institutions is aimed at improving quality of education, it gives sufficiently large autonomy to institutions in commanding financial means", - stressed V.Miklushevsky. Existing at present financing on budget has two big defects: educational institutions lack of motivation to careful usage of state means, and on December, 31, the funds are null, which does not contribute to improvement of efficiency of their usage.
"Now it is very important to approve fast and clearly normative acts on all the levels. We plan to dedicate pedagogical councils, which take place in August in all the regions, to discussion of this law", - underlined the deputy director of the Department of state policy in education of the Ministry of education and science Elena Niziyenko.
The regulations of the draft-law were actually approbated earlier within the complex projects of modernization of education, realized in 2007-2009 in 31 subjects of the Russian Federation (5 of 13 million schoolchildren study there, i.e. more than 20 thousand schools (40% of the total number) have already started work on new financial-managerial principles).
"We have been working for seven years already with per-capita normative, all schools have transferred to financial independence, to a new system of remuneration of labor for teachers, we trained headmasters very actively, each school has a managerial council, each school has a site", - marked G.Chernova. "All these are guarantees - not only a guarantee of keeping free education, but also a pledge of improving the quality of school education".
"Both a headmaster, and teaching staff understand that if the school works better, more schoolchildren come there, and it gets a larger financing", - stressed E.Niziyenko. "New financial-managerial mechanisms lead to increase of teachers' wages, so many regions are turning to a new system of remuneration of labor for teachers".
"On the whole, the new law is aimed to improvement of education quality, both in schools, and in universities, and in all educational institutions. In the end, our children will get more qualitative education and will be successful in life", - underlined V.Miklushevsky.
On May, 8, 2010, the President of Russia signed the federal law "On making changes in separate legislative acts of the Russian Federation on the grounds of modernization of legal position of state (municipal) institutions". Transition period for enacting is one year and a half: from January, 1, 2011, to July, 1, 2012.
The essence of the law with reference to the system of general education is in giving more financial independence to schools, and opportunity to use resources at their disposal more flexibly. At this for parents and for public the transparency of spending financial means increases.
The state guarantees full financing of educational institutions and free education within the state standard. State and municipal schools, as before, will receive budget financing for realization of the state standard in full volume.
Financing of educational institutions in connection with introduction of the new law cannot be reduced. The approval of the law lets schools more efficiently organize the expense of means. At this schools will not need to create exterior organizations (for example, funds), to run financial operations. Now a school is able to open an account in the bank and to get all necessary payments exactly there.
For educational institutions the state (municipal) task is formed taking into account the number of schoolchildren, who study there, and educational program of the institution of general education. At this the subject of the federation on the basis of model methods, recommended by the Ministry of education and science of Russia, establishes norms of financing for one pupil. The law provides personal responsibility of headmasters for the quality of work and for the order and efficiency of usage of financial means.
