1000 university graduates will receive state support for work in the Russian schools in the volume of 500 million rubles
1000 university graduates of 2009 and 2010 years, who will be accepted for employment in the Russian schools in the summer of 2010, will receive state support. The volume of financial support from the federal budget will be 500 thousand rubles (250 thousand rubles will be paid in the end of 2010 and 2011). Each young teacher will be able to use the money at his/her discretion.
"Grant support of successful university graduates, who expressed their wish to work at school, is one of the first steps on realization of the President's initiative "Our new school". It is impossible to ensure new quality of education only at the expense of professional growth of already working teachers. School is a living organism, which demands constant renewal", - marks the Minister of education and science of the Russian Federation Andrei Fursenko.
In the agreement, which is concluded between a Russian Federation's subject and a university graduate, the region's obligations on co-financing the state program (granting an accommodation, giving "lifting" money, etc) and the young specialist's obligations on duration of work in school are provided.
"This project is very important from the two positions. Firstly, we will support young teachers - university graduates on a competitive basis, what contributes to rejuvenation of school personnel. Secondly, support is planned, most of all, for those young teachers, who will go to work in schools located in countryside and distant regions, thus contributing to equalization of educational opportunities for all children of the country", - underlines A.Fursenko.
Information on 1000 vacancies for teachers in schools, for which the state support will be extended, and the form and rules of application from graduates-candidates, will be published on the official sites of the Ministry of education and science of Russia (www.mon.gov.ru) and the Federal institute of development of education (www.firo.ru) in June, 2010.
At present data on the vacancies for teachers from the Russian Federation's subjects have been collected. The selection of 1000 vacancies, on which the federal support will be extended, will be carried out by a specially created workgroup. Representatives of the Ministry of education and science of Russia, the trade union of workers of popular schooling and science, plenipotentiaries of the President of the Russian Federation in the federal districts, and of bodies of state power, will be included to the workgroup.
The information on the vacancies will contain contacts of heads of educational institutions and bodies of controlling education in the regions, to the addresses of which university graduates will send their applications. The Russian Federation's subjects will define who of graduates, which meet the requirements, will be accepted to work in school, and will conclude agreements with them.
The support program for perspective graduates of institutions of higher education, who will be accepted to work in schools after leaving their universities, is elaborated according to the order of the Russian Federation's President of February, 3, 2010.
During September, 2010, the monitoring of filling the vacancies and carrying out obligations by the Russian Federation's subjects and young specialists will be maintained. The money transferred to the regions will be passed to each young specialist (on the basis of 250 thousand rubles for a person).
