Information report

       The Ministry of education and science of Russia and the Presidium of the Russian academy of sciences (RAN) mark that in the realization of the Conception of long-term social-economical development of the Russian Federation in the period up to 2020, ensuring of scientific and technological leadership of Russia the development of fundamental science, and the increase of efficiency of the sector of research and elaborations play an important role.

       During the latest years the role of state academies of sciences has been significantly increased according to the changes, brought in to the Federal law "On science and state scientific and technical policy". State academies of sciences are provided with the right to manage their activity, the right of possession, use and disposal of transmitted to them property, which is in the federal ownership, including the right of creation, reorganization, liquidation of subordinate organizations, fixation the federal property on them, and also the right on approving the regulations of subordinate organizations and appointing their heads.

       It is necessary to stress that on dynamics of expenses the assignments on civil researches in Russia in four years (2006-2010) have been increased in 2,1 times, the financing of fundamental scientific researches have been increased proportionally. For the first time in tens of years a systematical integration of scientific and educational activity has started, the most important innovative projects and complex projects of development of scientific institutions have started to realize, the system of centers of collective use have been formed, which provide with opportunity to conduct researches on a new equipment base, a modern innovative infrastructure has been formed. The "contestity", ensuring truly efficiently working scientific groups with instruments and equipment should become the important component of such work.

       With aims of providing the stability of financing fundamental scientific researches the Government of the Russian Federation has approved of the program of fundamental scientific researches by state academies of sciences in 2008-2012. The total volume of assignations from the federal budget for realization of the program is more than 250 billion rubles.

       The program of fundamental scientific researches is based on the plans of fundamental scientific researches of state academies of sciences and provides with budget projects of expenses on conducting the stated researches during the whole period of validity of this program. The directions of the expenses are fixed for each of the state academies of sciences, and also for the RAN departments.

       At present together with RAN the order of providing the state academies of sciences with subsidies from the federal budget for realizing authorities entrusted on them in the established spheres of activity has been prepared, which will let increase the efficiency and independence of usage of budget means by organizations of state academies of sciences.

       The attraction of youth to science, fixation of young scientists in the leading scientific centers and organizations are seen by the Ministry of education and science of Russia and the Presidium of the RAN as the most important task. Thus, in pursuance of the orders of the President of the Russian Federation by the results of the meeting with members of the Russian academy of sciences on December, 15, 2009, on the question of increasing the quantity of rates for receiving young scientists - candidates and doctors of science to work to the RAN on the competitive basis - the Ministry of education and science of Russia sent to the Ministry of finance of Russia a request to take into account the offer of the RAN on giving extra financing to increase the quantity of rates for receiving young scientists to work.

       At present suggestions on the question of complex solving the problem of provision of workers of the RAN with accommodation have been prepared, first of all, of young scientists, of building (gaining) up to 5 thousand flats, of which 400 flats for young scientists, and 4 600 flats for forming specialized housing resources (living quarters in hostels and service housing), including with the usage of mechanism of accumulative-mortgage system of provision of military personnel with accommodation, which is elaborated according to the Federal law of August, 20, 2004, N117-FZ "On accumulative-mortgage system of provision of military personnel with accommodation".

       The development of the material-technical base of science demands to provide the efficiency of using modern unique scientific research plants. Forming the centers of collective use let to concentrate financial resources on solving this task.

       All these will let form an innovative, "clever" economics in Russia, unite efforts of the power and society for renewal of economic potential of the country, increasing the prosperity of citizens.
