Andrei Fursenko: financing of education for disabled students will be increased
On May, 19, 2010, in the Ministry of education and science of the Russian Federation a meeting of the Ministry's board took place. "One of the most important issues in which the Ministry is engaged, is the question of getting a professional education by people with disabilities and invalids. A person who has health problems, should have full conditions for participation in public, social, and economic life of the country", - said the Minister of education and science of the Russian Federation Andrei Fursenko, when opening the meeting.
"In 2009 on all forms of education in state institutions of higher education more than 24 thousand disabled people studied, in secondary specialized educational institutions - more than 14 thousand disabled people, in institutions of primary professional education - more than 26 thousand", - informed in her report the director of the Department of the state policy concerning the youth, education and social protection of children Alina Levitskaya. During recent years, she marked, the tendency of increasing quantity of educational institutions of professional education, which carry out education for invalids, and the quantity of learning disabled people, has been outlined. Also, starting from 2004, a network of base centers of professional education for invalids functions, which includes 5 leading educational-methodical centers and 51 district educational-methodical centers (including 7 centers of higher professional education, 19 - of secondary professional education, and 25 - of primary professional education).
The experience of work with disabled people was shared by the rector of N.E.Bauman MGTU Anatoliy Alexandrov, the head of the department of continuous education for people with disabilities of the Center of rehabilitation and correctional education of the Federal institute of development of education Irina Zarubina, the rector of Moscow state social humanitarian institute Vagif Bairamov, the director of special (correctional) school of VIII type Gennadiy Vasenkov, the rector of the Academy of management TISBI Nella Pruss, the rector of Moscow city psychological-pedagogical institute Vitaliy Rubtsov, the deputy chairman of the Committee of education of the State Duma Oleg Smolin, the general director of the Rehabilitation center "Overcoming" ("Preodolenie") Lyubov Kezina. All the speakers stressed the necessity of creating a unified resource center of education for disabled children.
Summing up the results of the meeting, Andrei Fursenko drew the attention of board's members to the fact that the Ministry elaborated suggestions about a normative for getting professional education by people with disabilities. By the Minister's opinion, the new law "On modernization of legal position of state (municipal) institutions" gives an opportunity to raise the normative for education of invalids in the universities. "The cost of each budget place should be higher, because expenses on training of these children should be higher", - underlined Andrei Fursenko: "I think it will create additional incentives for universities to teach such children, and for those who already teach them it will create additional material support".
At present the Legislation of the Russian Federation determines privileges for disabled people in the sphere of getting professional education. Article 16 of the Law of the Russian Federation "On education" grants provision of right to choose a form of conducting state (final) attestation and entering a university or secondary specialized educational institution to such citizens (by the results of the Unified state exam or by the results of entrance tests in their traditional form). The law also creates special conditions, when they take exams: opportunity of access to lecture rooms by candidates without difficulties, presence of an assistant, who provides with necessary technical help; provision of additional time for taking an exam, opportunity to use necessary technical means in the process of taking an exam and so on.
