Russia and France plan to sign a cooperation agreement in the field of adoption in 2010
Russia and France have agreed to take all necessary measures for fastest signature of a cooperation agreement in the sphere of protection of rights of adopted children within conducting the Year of Russia in France and the Year of France in Russia.
"We hope that during this year we will manage to coordinate all the positions and sign the Russian-French agreement on cooperation in the field of adopted children", - marked the director of the Department of State Policy Concerning Youth, Education and the Social Protection of Children Alina Levitskaya by the results of the second round of talks in Paris, which took place on April, 29-30, 2010.
The Russian delegation at the talks was headed by Alina Levitskaya, the French side was represented by Jean-Paul Monschau - the roving Ambassador, the head of service of international adoption of the Ministry of foreign and European affaires of the French Republic.
During the consultations the project of the Russian-French cooperation Agreement in the field of adoption of children, and various aspects of international adoption were discussed.
"The Russian side finds it extremely important to include positions, which ensure a thorough selection of candidates to adoptive parents and modernization of the control for living and dwelling conditions of Russian children, adopted by citizens of France, to the agreement. It is gratifying that our position finds understanding at our French partners", - underlined A.Levitskaya.
The first round of the Russian-French talks on signature of two-sided agreement in the sphere of protection of rights of adopted children took place in Moscow, in November, 2009. The next round of the talks is planned to be conducted until the end of the summer in 2010.
According to the order of the President of the Russian Federation in 2010 the Year of the Russian Federation in the French Republic and the Year of the French Republic in the Russian Federation are conducted.
The first two-sided cooperation agreement in the field of adoption of children was signed by the Russian Federation with the Italian Republic in November, 2008 (it came into force on November, 27, 2009). At present there are talks on signature of similar agreements also with the USA, Spain, Great Britain, Ireland and Israel.
