Information report on the question of guarantees for education on a free-of-charge basis

Information report
On April, 23, 2010, the State Duma of the Russian Federation approved in the third reading and on April, 28, 2010, the Council of Federation of the Russian Federation approved the draft law "On making changes in separate legislative acts of the Russian Federation in connection with modernization of lawful position of state (municipal) institutions".
In connection of appearance of speculations concerning this draft law in a number of mass media the Ministry of education and science of the Russian Federation informs the following.
The core of the draft law with reference to the system of general education is provision of bigger independence to schools, and of possibility to use the existing resources in a more flexible way. At this the draft law does not touch upon issues of realization of educational programs and control for the quality of education.
Without entering the dispute with the authors of statements (which do not represent the facts) about transfer to paid school education, the Ministry finds it necessary to rest upon a set of obvious facts.
1. The Ministry of education and science of the Russian Federation comes out and has always come out from the position of providing each child with a qualitative free-of-charge education in school. The Constitution of Russia guarantees free and accessible school education to all citizens of the country.
2. The regulations of the draft law were in fact approbated earlier within the complex projects of modernization of education, realized in 2007-2009 in 31 subjects of the Russian Federation (5 of 13 million schoolchildren study in them, i.e. more than 20 thousand schools (40% of the total number) have already started to work by new financial and managerial principles).
3. As the experience of the national project "Education" has shown, the modernization of mechanisms of financing and managing in school education resulted in improvement of the quality of education by means of:
- increasing the quantity of schoolchildren, who study in modern conditions (the share of pupils who have access to all main types of modern conditions - on equipment, instrumentation, accomplishment, qualified personnel - has been increased within the complex projects from 30 to 70%);
- information openness of schools (in 99% schools school-councils have been created and are functioning; 98% schools present an annual public report to community);
- considerable growth of teachers' income (in three years the salary of the best teachers has been increased in 2,5 times and exceeded the average one in economics of the region).
4. Within the state educational standards the financing of the main educational program, which includes all necessary school subjects - the Russian language, literature (literary reading), mathematics, physics, chemistry, biology, history, social science (including economics and law), art (music, art, world artistic culture), technology (labor), physical culture, geography, natural history, informatics and IT, basics of life safety - is provided at the expense of the budget.
5. In 2010 expenses of budgets of all levels for education will exceed the level of 2004 in 3 times and will be 1,76 trillion rubles. It is 4,4% of GDP and exceeds expenses on all other directions.
Therefore, the education was and is the most important priority of the state policy, and the citizens' right for free education is guaranteed by the Constitution of Russia and is ensured by financing from the budgets of all levels.
