All regions have successfully moved to Internet-traffic payment for schools "Since January, 1, 2010, all connected to Internet institutions of general education will move to regional financing. In September, 2009, Internet-traffic for 42 589 Russian schools is paid from means of regional budgets, and for 7 550 - from means of the federal budget", -- informed the deputy head of Rosobrazovanie Vadim Lazutin at the board of the Interdepartmental workgroup on realization of priority national project "Education". Transmission of schools to regional financing is maintained through two schemes: 1) holding centralized regional competitions (such a transmission is carried out in 41 subject of the Russian Federation) and 2) providing subventions to the municipal institutions and directly to schools (through this scheme Internet is paid in 42 regions). "Both methods are rather successful, because we do not have any information that somewhere there were problems with transmission to regional financing", - marked V.Lazutin. The deputy head of Rosobrazovanie also said that "If last year the total amount of traffic of half-year was 276 terabytes, then in the first half-year of this year - 435 terabytes already. These data show the increase of activity of Internet resources usage in schools". For reference: Within the priority national project "Education" in 2006-2007 there was maintained connection of all Russian schools to Internet by means of the federal budget. At this the payments for traffic of institutions of general education during two years from the moment of connection are also made from means of the federal budget. Since October, 2008, a phased transmission of institutions of general education to regional financing is carried out. In 2007 simultaneously with connecting to Internet the introduction of two-level federal system of content filtration of access to Internet-resources, which do not fit the tasks of upbringing and education of pupils, was maintained. This system consists of two components: central servers of DNS-filtration and net-screen ("Personal content filter"), installed on each PC. Servers of DNS-filtration are in open access. In 2008 in all schools the software "Personal content filter" within the package "The First Aid" was delivered. The created centralized system allows to monitor the Internet usage and violating general education policy of its usage both in a separate educational institution and in the whole in all institutions of general education in the Russian Federation. At a point in September, 2009, in the base of content filtration system there are more than 5 million IP-addresses, and the number of callings to the base is up to 7 000 a second. The number of negative inquiries is in general 3% of total number of inquiries.
