New certificate form of passing the test of Russian
as a foreign language is to be approved till the end of the year
Till the end of 2008 the Ministry of education and science will approve a certificate form of the state standard concerning the passing of test of Russian as a foreign language and certificates' protection qualities.
This work is maintained on the basis of the decree signed by the President of Russia D.A. Medvedev of July 15, 2008, according to which the Ministry of education and science got authorities to set form and order of receiving the certificate of passing the test of Russian for foreign citizens, people without citizenship, and Russian citizens from abroad wishing to obtain a document on the level of Russian language knowledge.
Existing certificates of passing the test of Russian which are given to foreign citizens wishing to get the citizenship of the Russian Federation don't fit modern requirements: they do not reflect generally accepted level approach to the language mastering and do not have any protection qualities. Besides, the order of their production and registration is not elaborated.
From September 1 new Requirements to the state testing which declare testing on six levels of mastering Russian as a foreign language are introduced. Testing will be held in the centers which have necessary training and educational materials, material and technical basis and qualified teaching personnel. The centers should also have a license to maintain educational activity and a certificate of state accreditation.
The ground to maintain state testing will be an assignment from an organization or a personal application. After getting favorable test results a certificate including the level of mastering the Russian language will be given. If results are unsatisfactory, it will be possible to repeat the test within one year.
Apart from testing the centers will be able to maintain corresponding preparation programs. Mastering any level of the program will be concluded by a final attestation in the form of certificate testing.
The elaboration of test materials is maintained by the Test Center of the Russian University Of Peoples Friendship, the philological faculty of Saint-Petersburg State University, A.S. Pushkin State Institute Of The Russian Language and the Center Of International Education of M.V. Lomonosov Moscow State University.

At present there is a system of testing foreign citizens in Russian, which includes 205 centers (with universities) in Russia and 45 centers abroad. They test foreign citizens and people without citizenship. The teachers of Russian as a foreign language, who were specially trained at the extension courses organized by the Ministry of education and science of Russia, are admitted to conducting the procedure.
