Russia and USA regard the possibility of signing an agreement on educational and scientific exchanges

The Minister of education and science of the Russian Federation Andrei Fursenko has met the President of the USA's Director of Science and Technology Policy John Holdren.

At the meeting there discussed the development of such scientific directions as ecological researches, energy efficiency, nanotechnologies, medical and information technologies.

The head of the Ministry of education and science of Russia marked that "it is necessary to organize the process of interaction, to create those working limits, on the basis of which two-sided and multi-sided scientific and educational contacts can be efficiently developed, and, if needed, to prepare a special agreement on scientific and educational exchange".

By J.Holdren's estimation, "at present there is a good possibility of a closer interaction between our countries. Both our Presidents wish that science and technologies would become a more important part in our relationships".

A special attention at the meeting was paid to the development of joint researches on priority directions of science and technologies, and to participation in large international projects as well.



In July, 2009, the Presidents of the Russian Federation and the United States of America agreed on creating two-sides Presidential commission. One of the working groups of this commission is engaged in questions of science and technologies. The heads of the working group are the Minister of education and science of the Russian Federation A.Fursenko and the President of the USA's Director of Science and Technology Policy John Holdren.

At present the agreements on two-sided scientific and educational exchanges are signed by the Russian Federation with a number of countries, including Germany, Korea, Finland, France, and Japan. These agreements provide development of two-sided contacts between scientific and educational institutions, assistance at visiting the states by students and scientists within the exchange, creation of financial conditions for expanding exchanges, including youth exchanges.
