In 2009 the higher professional education of the disabled students in Russia is 75 years. The education on a constant basis of the specialized group of disabled students was for the first time organized in the Red Flag Moscow mechanical-engineering institute of N.E.Bauman (at present - the Moscow state technical university of N.E.Bauman) in 1934. Russia became the first country in the world where programs of higher professional education of the disabled in the conditions of integrated education started to realize systematically.
At present the Russian system of higher education is one of the world leaders in the field of elaboration and realization of innovative technologies in the sphere of education of the disabled.
The considerable positive experience has been accumulated in the organization of education of the disabled in the universities, in particular, in such as the Moscow state technical university of N.E.Bauman, Vladimir and Novosibirsk state technical universities, Chelyabinsk state university, Moscow state social-humanitarian institute, Russian state pedagogical university of A.I.Gertsen (Saint-Petersburg), Krasnoyarsk state trade economic institute, Moscow state specialized institute of arts and others.
During the latest years the trend of increasing the number of educational institutions of higher professional education, which conduct training of the disabled, and the number of students of the people of this category is marked. Thus, by the information of the Rosstat, if in 2002 on all forms of education in state institutions of higher education 14,2 thousand disabled people studies, then in 2009 their number has increased in almost 70% and reached 24 thousand people.
The approval by the Government of the Russian Federation of the decision on conducting jubilee actions on the federal level which are dedicated to 75th anniversary of the higher professional educational for the disabled in Russia, and creating the organizational committee with participation of the federal bodies of the state power with this aim testify about the acknowledgement of achievements of the Russian higher school in the sphere of education for the disables, underline the importance of development of education for people with limited abilities, which is especially actual in the context of realization of the Principal directions of the Government of the Russian Federation's activity in the period until 2012, approved by the order of the Government of the Russian Federation of November, 17, 2008, N 1663-p, and also signing the Convention on rights of the disabled by the Russian Federation and preparation to its ratification.
