Andrei Fursenko: New quality of education is impossible to be ensured without a new level of qualification of teachers and directors

       On March, 19, 2010, the meeting of the board of the Ministry of education and science of Russia on the topic "On results of the Ministry of education and science of the Russian Federation's activity in 2009 and on tasks for 2010" took place.

       The Minister of education and science of the Russian Federation Andrei Fursenko gave a report at the meeting. In his speech he touched upon the issues of modernization of general and professional education, upbringing and social protection for children, forming innovative system in the country.

       Speaking about the modernization of the general education system, the Minister marked a successful experience of realizing complex projects of modernization of education systems in the subjects of the Russian Federation. Within complex projects key elaborations and achievements of the national project in the sphere of school education were integrated.

       "In realization of complex projects 31 region took part, in which 450 thousand teachers teach almost 5 million schoolchildren. At this the share of schoolchildren which have access to all main types of modern conditions - on equipment, facilities, accomplishment, skilled personnel - has increased within the complex projects from 30 to 70%", - marked the Minister.

       By the results of realization of the project a model, which can be used in other Russian Federation's subjects, has been elaborated. "The next step is to transfer the received results to the whole education system. We can and should do this through realization of the national educational initiative "Our news school", - underlined A.Fursenko.

       In 2010 in regions the transfer to normative per capita financing and new system of labor remuneration should be finished. "And, of course, it is impossible to ensure new quality of education without a new level of qualification of teachers and directors. Thereupon we together with the Minister of health care and social development and branch trade union renewed the qualification requirements to workers of education, and also coordinated a new approach to teachers attestation with the trade union, in fact - to access to the profession", - marked the Minister.

       Andrei Fursenko informed the participants of the board about preliminary results of the forecast for scientific and technical development of the country in the long-term (until 2030). The development of almost each of the base branches of economics is impossible without solution of both the question of personnel provision and elaboration and realization of innovative technologies, based on new knowledge. "Just therefore the modernization of all levels of professional education and scientific and technical sphere is becoming exceptionally important in conditions of fundamental rebuilding of the whole industry, transfer to innovative economics", - underlined the Minister.

       "At present we have actually managed to form a group of universities (federal universities and national research universities), which should take the responsibility for achieving a qualitatively new level of development of education system, for training specialists of a principally new format for a new and modernized economics of knowledge. These universities have features, characteristic for leading world universities", - marked Andrei Fursenko.

       The Minister underlined, that "the Government of Russia will additionally send 90 billion rubles for support of scientific researches in the leading universities of the country in the nearest 3 years". Within the stated measures it is supposed to guarantee state support for development of cooperation of universities' and academic scientific groups and scientific subdivisions of state corporations in the regions. Besides, budget means will be provided on the competitive basis to commercial enterprises for realizing projects, which include the stage of scientific-research and development activity and the commercial stage, realized at the expense of business means. The state support of actions, aimed at attracting prestigious scientists, including foreign, including compatriots, to the work in the leading Russian universities is also planned.

       The central element of the innovative scenario of economics development is development of the national innovative system, which ensures necessary conditions for elaboration of new technologies, their fastest introduction, establishment of large production of new and competitive on the world level goods and services. At present 112 notifications about creating small innovative enterprises at universities were received by the Ministry. Within the main programs of fulfilling NIOKR the Fund for support of small forms of enterprises in scientific and technical sphere financed more than 1 800 contracts to the amount of more that 2,3 billion rubles in 2009. "In "Rosnanotech" on different stages of expertise and examination there are about 240 innovative projects the total value of which is more than 500 billion rubles, more than 60 projects the total value of which is around 92 billion rubles are approved to be financed", - informed the Minister.

       Andrei Fursenko paid a special attention to the issues of rendering state services in the sphere of the Ministry's activity. "For citizens both quality of rendering state services and option of fast and unimpeded access to them are very important", - marked the Minister.

       In 2010-2012 it is planned to transfer the most mass and socially important services, connected with licensing and accreditation, entering universities and institutions of secondary specialized education, confirmation of education documents, and with passing the USE, to the electronic form. "It will let essentially optimize the procedures, connected with getting state services, to considerably reduce time and financial expenses of citizens and organizations for their receiving, to make state services transparent for society in the sphere of education and science", - underlined Andrei Fursenko.
