The Background report to the OECD review of innovation policy of the Russian Federation is presented

The modern world has precise geographical borders that, nevertheless, become more and more transparent and open for international cooperation. Today economic integration, mobility of people, exchange of high technology and knowledge, dissemination of best practices in policy making are the guidelines of interaction between countries.
The main and common task for all of us is to preserve and enhance the accumulated potential for the future generations. The main instrument to achieve this goal is innovation development of the economy.
International organizations that since long ago are engaged in development and application of various tools aimed at enhancing efficiency of international integration and cooperation play a special role in coordinating efforts of different countries in this direction.
Russia holds an active position in the development of the knowledge based innovation economy. The State innovation policy of the Russian Federation provides conditions for commercialisation of science intensive technologies, development of hi-tech branches, growth of the quality of human resources and trade in advanced technologies and hi-tech goods.
Thus we are open and we aspire to the international cooperation in different areas, to development of both bilateral and multilateral relations and fruitful participation in the international organizations' activities.
This report presented to the attention of international experts evidently illustrates our aspirations. We tried to describe as completely and impartially as possible the state of the art of the innovation system of Russia, its framework conditions and the State policy to support and develop the national innovation system.
We hope that the team-work of experts of Russia and the OECD to evaluate the innovation development of our country and to elaborate recommendations on its further perfection will become one more corner stone in the basement of the present day mutually advantageous international cooperation.
