The Ministry of education and science of the Russian Federation has elaborated the Passport of pupil's health.

"We are launching a very important project. The Passport of pupil's health is a complex document, which will allow to collect all the information on a child's health, on his/her physical development, psycho-emotional condition, data on annual medical checkup, information on immunization and medical examinations", - informed Alina Levitskaya, the Director of Department of the State Policy Concerning the Youth, Education and Social Protection of Children of the Ministry of education and science of Russia.

To the Passport the data on physiological peculiarities of a child, on bored illnesses, information on the family, progress and personal achievements will be included. It is supposed that the Passport will be filled by a child together with the parents, teachers, medicine workers and psychologists.

"This project will promote forming a responsible attitude to health of the young generation. It is very important that a child from early years realizes that health is not given from birth for forever, it is necessary to keep and strengthen it during the whole life which supposes upbringing of the culture of the healthy and safe life-style", - marked Alina Levitskaya. "We hope that the Passport of health will become an additional stimulus for organizing a right day-regime, control for exercise at the physical training lessons, for ration of a child nutrition, providing his/her physical activity.

The passport is not a goal in itself, is not just a fixation of the psycho-physiological status of separate schoolchildren. The evaluation of condition of children's health in each class will allow to conduct monitoring children's health in the country, to make necessary changes to the conditions of study, to organization of health promotion and relaxation of children, to efficiently provide saving and strengthening schoolchildren's health, to form a culture of healthy and safe life-style for them.

By the results of public discussion in the nearest two years the Passport of health is planned to be launched for every Russian schoolchild.

According to the Law of the Russian Federation "On education" (article 32) the responsibility for life and health of pupils is carried by the educational institution. At present more than half of children have weakened health; two third of children at the age of 14 have chronic illnesses; only 10% of graduates of institutions of general education can be referred to the category of absolutely healthy. Since 2000 in the Russian Federation the movement "Schools, promoting health strengthening" is developed. Today within the system of education of the Russian Federation more than three thousand of "schools of health" are functioning, in which conditions necessary of keeping and strengthening children's health are created.

Since 2008 within the priority national project "Education" in 21 regions, selected at the competitive basis, experimental projects on modernizing the organization of school nutrition are realized. The total volume of money given for realization of experimental projects in 2009 from all sources is approximately 2 billion rubles. If before conducting the experiment the coverage of pupils with hot nutrition was 76% in average, then at present in institutions of general education, which participate in the experiment on modernizing the organization of school nutrition, the conditions for 100% coverage of pupils with hot nutrition twice a day have been created according to the requirements of sanitary rules and normatives.
